Not sure about the easy and medium, but I've been tracking on hard anywhere between 13 minutes to 30 minutes depending on difficulty. I see videos of pros taking around 30 minutes to solve hard. Sometimes the NYT hard puzzles are quite the challenge. Sometimes they are quite easy.

Naked and Hidden Singles, Box/Line Reductions (pointing or claiming digits) and. Naked and Hidden Subsets (Pairs, Triples, Quadruples). The rest is just scanning and pencilmarking technique.
