A Bus trip to Chocolate World - we had a 2.5 hour ride - the best part was the historical Trolly Ride!! You are driven all over town, given samples of free chocolate and can ask questions at the end.… Full review by Melman2

I would say any of the hotels in or near Hershey is good to stay at. It’s really up to you though. I stayed at the Hotel Hershey, but that costs a fortune because of resort fees. You can stay at just about anywhere based on your budget and location that is closest to Chocolate World. Just look up all the hotels and see which you like the best.
Do they have sugar fee options available. I know what you are thinking lol but they have really good sugar free chocolate so I didn't know if they would have it there as well.

I don't know but had things I never saw in stores. I would guess YES.
Is this appropriate for three 16 year old boys or will they be bored?

I hope you realise this is for Chocolate World, a separate attraction next to the park. The park yes they will love, lots of great rides and attractions. Most Chocolate World attractions however, are geared towards families. Unless they're interested to see how chocolate is made then yes they might be bored. They do have a great gift shop and food stands however. My advice is check it out before going to the park but don't commit any money. Chocolate World is free admission and pay as you go, but the chocolate making ride is free.
