I know the tower is still open. However, what about the food court that used to be in the building? We are bringing a group of 60 Scouts and the food court used to offer a great group dining coupon for lunch. If that's not available, do you have any other suggestions in the area? Thanks for your insight.

instead make your way to the Ronald Reagan Building where there is a great food court often used by school groups. You will have to go through metal detector to get in but not onorous.
Last year in May the NPS website said the Old Post Office was open every day, but it was closed Monday-Wednesday. The NPS again this year says open every day and I wondered if this was indeed true

However, the building - which is not considered a part of Trump Tower - is administered by the NPS as you mentioned, so you might try calling their office at (202) 426-6841 Unfortunately, tripadvisor doesn't allow contact information (at the same time saying in their posting guidelines to contact the place directly) - which, of course, you can't do because I am not allowed to tell you who to contact.
