Trunk Bay is one of the best places for accessibility. I also recommend Hawksnest which is a beach that more locals go to, but has a delightful shower area and toilets all very close to the sand. They also have a smooth pathway and close parking if your mobility issue ensures a permit. Trunk Bay probably requires several hundred steps to get to the sand, but it is all smooth sidewalk and largely even walkway -- among the best I've seen and suitable for a wheelchair until the sand. There is also a snack shack and other food options all beach side, so you don't have to venture off beach side to enjoy. I'd recommend a visit off hours for any beach for someone with mobility issues, early in the morning.
